The Empire
Every player government in the Q'ma Sector sits under the Empire. The Empire grants every title, from Baron to Imperial Duke. Ranks are political only: they give weight in petitions, votes, councils and court precedence, and nothing else. No rank gives combat stats or abilities. Nominations from higher-ranked nobles offer a faster road up the ranks.
The Emperor
Emperor Robert the First is the source of all titles. Nobody meets him in person and he is never playable; his face reaches the worlds only through imperial broadcasts.
The Crown Prince
The heir apparent stands directly below the Emperor in precedence. Like his father, he is a figure of ceremony, not a player rank.
The Cabinet
Below the Crown Prince sits His Majesty's Government. Ministers are the faces of their departments. None of them can grant or strip a rank, and none can send the fleet: the Imperial military moves only when the players vote for it.
The Prime Minister
Head of the Cabinet, serving at the Emperor's pleasure. The Prime Minister presents passed petitions to the Throne and announces the result of every vote to call in the Empire.
The Head of Imperial Security
There are no Imperial Police; players keep order themselves. The Imperial police advisor gives warnings only. It never fines, blocks or arrests. If those warnings are ignored and the players vote to call in the Empire, the Head of Imperial Security arrives with the Empire's answer.
The Ministers
- Minister of Defence: Commands the Imperial military's readiness; the fleet still moves only on a passed Call in the Empire.
- Minister of the Treasury: Imperial Writ, the mint and imperial finances.
- Minister of Foreign Affairs: Relations with non-member powers and independent species.
- Minister of Home Affairs: Imperial registry, citizenship, borders and the Imperial Center itself.
- Minister of Justice: Imperial courts, the evidence standard for petitions and the Imperial record.
- Minister of Health: Rebuild clinics, medicine and public health across the worlds.
- Minister of Education: Imperial schools and the education tier at Imperial Center.
- Minister of Trade: Markets, contracts, recorded sanctions and embargo registers.
- Minister of Agriculture: Food security, terraforming crops and agricultural worlds.
- Minister of Energy: Power generation, fuel and stellar energy rights.
- Minister of Transport: FTL lanes, wormhole charts, spaceports and shipping registries.
- Minister of the Environment: Planetary ecology, protected worlds and biosphere damage reports.
- Minister of Science: Research labs, the Imperial Patent Office and tech diffusion.
- Minister of Veterans' Affairs: Care and honours for those who served in imperial forces.
- Minister of Communications: Imperial broadcasts, beacons and the galactic news network.
- Minister of Frontier Affairs: The colonial frontier: new claims, border beacons and unexplored sectors.
Petitions
Players petition the Empire, and they petition each other.
- Call in the Empire. A petition asking the Empire to act against genocide or financial warfare. If it passes, the Imperial military moves, and nothing stands in its way.
- Petitions between players. Sanctions and other measures, debated and voted on in an assembly like a world congress. Sanctions are recorded agreements, not enforced blocks.
Every petition is decided by a 24-hour yes / no / abstain vote, weighted by rank and reputation. Moderators only check that a petition meets the evidence standard; they never decide the outcome.
